Job Title

Project Manager (Civil Works)

Key Responsibilities

As the Project Manager (Civil Works), you will be responsible for leading the technical team and managing all aspects of civil works for various subprojects. Your main duties will include:

1. Team Leadership and Coordination:

Lead and manage the technical team, including consultants, engineers, and specialists from the Project Implementation Unit (PIU), ensuring all team members effectively fulfill their duties in accordance with the project’s requirements.

Provide guidance and support to ensure project activities are performed smoothly, efficiently, and within the defined scope and timeline.

Foster a collaborative and positive work environment, encouraging open communication among all team members and stakeholders.

2. Review and Finalization of Designs:

Review, validate, and amend (if needed) prepared designs, drawings, technical specifications, and related documents.

Finalize and approve plans for subprojects based on the project’s objectives and in alignment with approved engineering designs and specifications.

Ensure that all project plans meet the required technical standards and adhere to the regulatory guidelines.

3. Supervision and Monitoring of Civil Works:

Oversee the construction work and ensure the civil works are completed according to the detailed engineering drawings and specifications.

Develop a comprehensive monitoring system for the implementation of civil works across various subprojects, using tools like computerized critical path schedules and other project management systems.

Oversee construction work to ensure it progresses on schedule and meets established quality standards.

4. Quality Assurance and Compliance:

Implement and manage a robust quality assurance methodology to guarantee that all civil works are executed to the highest standards.

Consistently oversee the construction quality and ensure that any problems are quickly detected and resolved.

Certify that the quality assurance procedures are being followed throughout the project lifecycle and that construction meets all contractual obligations.

5. Contract and Procurement Management:

Provide guidance and support to the executing agency in managing contract administration and procurement matters, ensuring adherence to the contract’s terms and conditions.

Address any contractual claims or disputes, particularly regarding project delays or cost overruns.

Coordinate the preparation of bidding documents and participate in the contractor selection process, ensuring all steps align with Asian Development Bank (ADB) guidelines and procurement policies.

6. Communication and Reporting:

Maintain consistent and open communication with all project stakeholders, including government agencies, contractors, and the implementing teams.

Regularly update the Project Director and relevant authorities on project status, including progress, any technical issues, and the actions required to resolve these challenges.

Prepare and submit reports on project activities, ensuring that all stakeholders are informed about key milestones, risks, and changes to the project scope or timeline.

7. Problem Resolution and Risk Management:

Proactively identify and address any technical or operational issues that arise during the course of the project.

Implement risk management strategies to mitigate potential delays or budget issues.

Manage claims for time extensions or other issues in consultation with the Project Director and other key stakeholders, ensuring that all changes align with contractual terms.

8. Ensure Timely Completion of Deliverables:

Oversee and ensure that the project deliverables are completed on time, following the established project management plan.

Monitor the performance of contractors and ensure they adhere to schedules and quality requirements.

Coordinate with all relevant stakeholders, including government agencies and local contractors, to ensure timely completion of the project.

9. Additional Duties as Assigned:

Carry out any additional duties or responsibilities as assigned by the Project Director, PIU, or ADB.

Adapt to any changes in the project scope or requirements and ensure the smooth integration of new tasks as needed.

Required Qualifications

Candidate must hold a Bachelor’s degree in Civil Engineering or a similar discipline. A Master’s degree in Civil Engineering, Construction Management, or Project Management will be considered a significant advantage.

Experience

At least 10 years of professional experience in managing civil engineering projects, including a significant portion in leadership roles. Experience in contract management, supervision of construction works, and handling procurement processes is essential.

Skills

Excellent proficiency in both written and spoken English is compulsory.

Proficiency in project management tools, including scheduling software, and ability to develop and manage project timelines and budgets.

Having knowledge of the Punjab region and an understanding of local laws and regulations will be advantageous.

Experience in managing foreign-funded projects and working with international organizations or government institutions will be highly preferred.

Age

Up to 55 years.
